What service/ devices/ equipment is the person capable of using.

• Will the person benefit from the proposed services/devices/ equipment .

Witnesses/ experts
• Rehabilitation expert, speech therapist, educational psychologist, representative from proposed school, representative from relevant advocacy group (useful for proposed services).

Documentation/ demonstrative evidence
• Video of person (or person with similar disability) using proposed device/ services/ equipment (i.e. voice activated computer).
